Regulatory Change Management
Scans the Federal Register for new or changed rules that actually apply to the business, compares them against the internal rule library, and flags exactly which policies and controls need to be updated.

How it works
- Input
- Nothing has to be fed in each time — a simple settings file lists which agencies, topics, and lookback period the business cares about, and the search runs from there automatically
- What it does
- Builds the search automatically → filters out anything irrelevant before reading the full rule text → reads the relevant ones and converts every date to one time zone → compares against the existing rule library → matches each real change to the internal policy or control it affects
- What has to hold true
- Never trusts the government site's own search filter alone — every result gets double-checked. A rule change is only marked "confirmed" against a policy when there's an actual documented link between them, never just because they sound similar.
- Output
- A locked record of each scan, an updated rule library with a running change log, and an impact report — one line per rule change, matched to the policy or control it affects, always starting as "open" until someone reviews it
The part that makes it reproducible
What it's made of
Each step runs on its own, so you can see — and stop at — any stage.
- 1
reg-changes-scan
Builds the search automatically from an editable profile of what the business cares about, and filters out anything irrelevant before a person — or the AI — ever reads the full text.
- 2
reg-changes-library-recon
Compares every new rule against what's already in the library to sort it into new, amended, or no real change. Any hint that one rule replaces another is flagged for a person to confirm — never assumed.
- 3
reg-changes-impact
Matches each flagged rule change to the internal policy or control it affects — a clear match is marked confirmed, a likely-but-uncertain one is marked for review — and suggests what to do about it from a fixed list of options.
Building blocks it runs on
Shared, independently tested components. They ship bundled inside this skill — there is nothing extra to install.
What you'll need to change for your firm
This runs as published, but every audit function documents things its own way. These are the places it assumes a house format:
- Your regulatory profile — which agencies, topics, and lookback period matter
- Where your internal rule library lives and how it is structured
- The policy and control register the impact analysis maps changes onto
- Your escalation path for a confirmed impact
